Real Estate Project Commercial Management

a) Perform functions in financial and investment analysis, planning, corporate financing, budget control, and general financial reporting in compliance with PRC GAAP and IFRS

* Monitor economic indicators and the financial project data to transfer the information to Management Board about project financial data and status at all times

* Perform short-term and long-term Project financial planning and capital budgeting

* Prepare annual budget, monthly forecasts, cash flow planning and arrange loan plan

* Manage project cost against the agreed budget, perform cash flow and capital management and improve internal control and system

* Assure commercial compliance with Siemens organizational and supervisory duties

* Prepare all project commercial reporting to Headquarter Germany and Extended Board

* Provide the interface within all Siemens Corporate Functions and organizations(Finance/Legal/Accounting Services/Tax Department) and Project Team

* Provide the commercial decision making for the General Commercial Manager to ensure to comply with business and financial direction

* Arranges invoicing/tracks outstanding invoices, checks costs and monitors expenditure and results thereof. SAP data entry

* Responsible for establishing filing system


b) Perform functions in Project Management for commercial, especially for tendering activities/contract management to manage, monitor the purchasing process and achieve the project timing and cost goals and strengthen, protect Siemens business and financial interests

* Establish contract strategy. Develops the overall concept for the proposal, prepares the planning and tender costing

* Manage the tendering process, progress and decisions, Identifies and organize the necessary resource during tendering process and cooperate between the Siemens/Consultant Company/ venders.

* To review the Progress Report, Project Planning, schedule and work out the purchasing planning to cooperate the projects

* Prepare tender/contract documents and ensure all the issued documents in line with legal requirement and maximize SLC's business and financial interests

* Organize and arrange tender process according to the project planning and cooperate with all the people involved in tender process

* Participant commercial negotiation with suppliers. Control any changes and negotiate for the changes under contract clauses. Change and claim management.

*Monitor and assess potential risk factor and event when the project implement and work out reaction

* Monitor the purchasing/tender activities, ensure the purchasing data transparency

* Audit/ Evaluate the supplier on behalf of Siemens
* Arrange and participate in tender interview and tender related meetings

* Provide tender report to management in regards to purchasing/tendering activities
